Ubisoft points allow you to unlock game rewards or get a shop discount, from the quick search I did it doesn't seem you can't unlock them without doing them. The only reason they would is if there was some value attached to them, which is why they haven't given account XP in the past. I think the only improvement it really needs is cooler notification UI (Xbox One does this very well, and PS4 also has a good one) and a system to combat broken achievements (either enforce it, or exclude them from the 100% calculation). The only situation where I don't like the existence of SAM is when developers think certain achievements are obtainable or not brutally difficult because the stat says so, even though they are usually just SAM users.
